About this file

This is an Administrative Regulation (AR 1500-03) issued by the Colorado Department of Corrections establishing mandatory orientation and training requirements for newly hired, promoted, transferred, and contract employees at DOC facilities and offices. The regulation, effective July 1, 2023, requires that all new employees, reinstated employees, contract workers, and full-time volunteers complete a minimum of 40 hours of orientation before undertaking job responsibilities. The orientation program encompasses formal instruction covering facility purpose and goals, employee rights and responsibilities, security and contraband procedures, fire and emergency protocols, safety procedures including universal precautions, interpersonal conduct standards, sexual abuse and harassment awareness, suicide prevention, mental health recognition, and environmental sustainability practices. For Youthful Offender System employees, an additional 32 hours of specialized training is mandated covering adolescent development, educational programming, cultural awareness, crisis intervention, legal issues, sex offender management, substance abuse services, and cognitive-behavioral interventions. All new employees must complete National Incident Management System (IS 700) and Incident Command System (ICS-100) training and obtain certificates for placement in personnel files. The orientation program, including field training components, must be completed within the first 40 hours of employment, with exceptions requiring written approval from the Chief Human Resources Officer.

The regulation assigns responsibility for program implementation to administrative heads, supervisory personnel, and facility training coordinators who must ensure completion of required forms including the Orientation Checklist (AR Form 1500-03A), Employee Orientation Evaluation (1500-03B), and Employee Orientation Certification (1500-03C). Field training officers are selected through an application and interview process and must maintain Level III performance ratings with no disciplinary action for one year prior. Facility orientation packets must include mission statements, welcome letters from appointing authorities, facility rosters, radio call signs, offender movement schedules, contraband declarations, and emergency contact information. Part-time employees, temporary employees, interns, and contract personnel receive orientation appropriate to their assignments. The duration of orientation for promoted or transferred employees is at the discretion of the appointing authority. The assistant director of training is responsible for monitoring and periodically auditing the program, while the director of prison operations ensures annual review and updates of the regulation. All forms, checklists, and evaluations must be maintained in employee personnel files by staff resource coordinators.
