About this opportunity

The Texas Department of Transportation is requesting offers for Manitou Cloud Services under RFO 601440000053644, with responses due July 10, 2026 at 3:00 PM Central Time and anticipated award on July 31, 2026. Respondents must maintain Texas Risk and Authorization Management Program (TX-RAMP) Level 2 Certification and comply with TxDOT's High security baseline requirements — mandatory qualifications that filter eligibility.

The scope is 24/7 fire alarm monitoring application support for TxDOT's statewide fire alarm systems through the Bold Group's Manitou Cloud Services platform, operated at TxDOT's Central Alarm Monitoring Station (6230 E. Stassney Lane, Austin, Texas). Deliverables include real-time alarm notifications with escalation procedures, incident tracking and documentation, on-demand system reporting, service level agreements, and standard user training at no additional cost. The vendor must maintain continuous operational availability across weekends and holidays, implement enterprise-grade cybersecurity protections per TxDOT's Information Security and Privacy Controls Standard Catalog, maintain data encryption for sensitive and regulated data, complete TxDOT-approved cybersecurity training, execute Interconnection Security Agreements where applicable, and provide SOC 1 Type 2 and SOC 2 Type 2 audit reports if providing key internal financial controls. All TxDOT data must remain within the contiguous United States. Personnel accessing TxDOT systems must undergo background checks.

The initial contract term runs from execution through July 31, 2027, with one optional one-year renewal at TxDOT's sole discretion; TxDOT will provide written renewal intent a minimum of 30 days before expiration. Award will be made on best value basis considering installation costs, life cycle costs, quality and reliability, delivery terms, vendor performance history, training costs, and agency productivity impact. Liquidated damages of up to 10 percent of total price apply for line items exceeding 30 calendar days late. No performance and payment bonds, financial requirements, or insurance requirements apply. Respondents must submit pricing on a unit basis with F.O.B. destination terms, freight prepaid and included. Submission via Euna Procurement system at https://txdot.bonfirehub.com/ requires execution of offer, Texas Family Code schedule, acknowledgment of addenda, approach to work, assumptions schedule, and exceptions schedule.
