About this opportunity
The City of Kingsland, Georgia is requesting proposals for manhole rehabilitation services on four sanitary sewer manholes, with proposals due August 20, 2026 at 2:00 PM. The City maintains a local-vendor preference policy that allows local vendors to match the lowest non-local price if within 10 percent for contracts under $100,000.
The scope includes rehabilitation of four sanitary sewer manholes at specified lift stations and receiving stations, with depths ranging from approximately 12.6 to 16.5 feet. Contractors may use the SpectraShield system, OBIC lining system, or another City-approved alternative rehabilitation system. The awardee is responsible for all materials, labor, equipment, traffic control, confined space entry, by-pass pumping, water intrusion mitigation, bench and invert repair, and cleaning prior to coating application. Repair and coating materials must be applied in accordance with selected-method written specifications. The finished product must be stamped with the installation date for warranty purposes. Prices must be submitted separately for each of the four manholes.
Award will be made to the responsible and responsive proposer determined to be in the best interest of the City, considering price, experience, qualifications, references, and compliance with RFP requirements. Proposals must be submitted in sealed envelopes with one original and three copies to the City of Kingsland Finance Department, Attn: Hannah Smith, Purchasing Director. Site visits are strongly encouraged and may be arranged by contacting Ron Knox at (912) 552-4061 or Jeff McCabe at (912) 322-5694. Contractors must maintain Commercial General Liability, Automobile Liability, Workers' Compensation, and Employer's Liability insurance and comply with current OSHA regulations throughout project completion. Required submittals include a Certificate of Insurance, signed W-9, notarized E-Verify Affidavit, Acknowledgment of Addenda, and City Business License if awarded.
