About this opportunity

NJ TRANSIT is requesting proposals for management, operation, and maintenance of up to four groups of rail station commuter parking facilities across New Jersey, with proposals due August 20, 2026. Proposers may bid on one, multiple, or all four groups; NJ TRANSIT intends to award one contract per facility group.

Group 1 covers North Jersey and Bus Park & Ride Commuter Lines (Long Branch, Hazlet, Red Bank, South Amboy, Edison, Howell Park & Ride, and Old Bridge Park & Ride stations). Group 2 covers Northeast Corridor and Raritan Valley lines (Newark Alling Street, North Elizabeth, Union, and Roselle Park). Group 3 covers Gladstone and Morris & Essex lines (Lyons, Denville, Mount Tabor, Morris Plains, and Morristown). Group 4 covers Pascack Valley lines (River Edge New Bridge Landing, Hackensack Anderson Street, Hackensack Essex Street, Teterboro, and Wood-Ridge).

Proposers must comply with New Jersey's SBE/DVOB Set-Aside Program goals, the Diane B. Allen Equal Payment Act, and Federal Transit Administration requirements. All contractors and subcontractors must maintain valid business registration certificates and comply with prevailing wage and debarment requirements. Proof of insurance is required within ten business days of award.

Evaluation is conducted by a Technical Evaluation Committee scoring technical proposals against criteria in Attachment A, with cost proposals evaluated separately by the Procurement Office. Combined technical and cost scores establish the competitive range; scoring weights are detailed in Attachment D. NJ TRANSIT reserves the right to conduct oral presentations with top-ranked proposers and may request Best and Final Offers.

Contract duration is subject to continuing satisfactory performance and availability of funds. Submission is electronic via Bid Express. Specific proposal due dates and submission deadlines are referenced in Attachment D. A Pre-Proposal Conference is scheduled via Microsoft Teams.
