About this opportunity

Greater Orlando Aviation Authority (GOAA) is requesting proposals for management, testing, maintenance, and repair services for uninterruptible power supplies and batteries at Orlando International Airport (MCO) and Orlando Executive Airport (ORL), with responses due October 9, 2026 by 4:00 p.m. through the GOAA e-Procurement Platform. A non-mandatory pre-submittal meeting was held September 21, 2026; the question submission deadline is September 25, 2026 at 2:00 p.m.

The scope includes comprehensive management oversight of labor, supervision, test and safety equipment, tools, hardware, materials, supplies, and infrared testing across landside terminal buildings, parking garages, remote buildings, and airsides at both airports. The contractor must perform annual inspections, cleaning, calibration, adjusting, testing, modifications, upgrades, and repairs of all UPS and battery equipment listed in Attachment A. Service level agreements require a 98% monthly service completion rate and emergency response times of two hours for on-site technicians and four hours otherwise, available 24/7/365. The contractor must supply OEM-certified technicians, maintain OEM parts inventory, and provide all testing equipment with NIST traceability. Detailed weekly reports and quarterly management reports are required.

Respondents must demonstrate five years of continuous, recent, and verifiable experience providing similar services within the preceding ten years, provide at least three references from clients served in the previous ten years, and prove insurability and bondability. Evaluation is conducted in three phases: Phase 1 (weighted scoring on relevant experience at 20%, objectives and transition plan at 20%, overall approach and SLAs at 30%, other requirements at 5%, and pricing at 25%); Phase 2 (negotiations); Phase 3 (ranking BAFOs for final award). The evaluation committee convenes October 19, 2026; optional interviews occur October 23, 2026; negotiations conclude October 26, 2026; and Aviation Authority Board contract approval is anticipated November 18, 2026.

The contract term is three years commencing approximately December 1, 2027, with two one-year renewal options. GOAA will provide electrical access, temporary storage, parking, power supply, and reference documentation.
