About this opportunity
Palm Beach County Board of County Commissioners and Parks and Recreation Department issued Request for Proposal (RFP) No. 19-049/LAC for the complete year-round management and administration of Southwinds Golf Course, an 18-hole public golf facility located in southwestern unincorporated Palm Beach County. The scope of work encompasses five operating areas: management and administration of operations and facilities, turf management and maintenance, golf professional services, food and beverage sales and service, and golf merchandise sales and service. The contractor must assume responsibility for all normal operating expenses, personnel costs, capital equipment and facility repair expenses, and maintain a $2,000 change fund and up to $105,000 imprest checking account. The facility generated approximately 54,190 rounds in fiscal year 2017 and 55,469 rounds in fiscal year 2018, with corresponding revenues of $2,165,943 and $2,171,576. Evaluation criteria include experience and qualifications (30 points), operational and financial plans (35 points), financial and business stability (15 points), price proposal (15 points), and business location/local preference (5 points). Key deadlines included a mandatory pre-proposal conference and site inspection on June 12, 2019, at 10:00 a.m., the question submission deadline of June 17, 2019, at 5:00 p.m., and proposal submission deadline of July 2, 2019, at 4:00 p.m. The Selection Committee meeting was scheduled for July 23, 2019, with potential oral presentations on July 31, 2019, and the Notice of Intent to Award posted August 5, 2019.
A waiver of Affirmative Procurement Initiatives has been approved for this procurement; however, proposers utilizing subcontractors must submit Equal Business Opportunity schedules. The contract has no stated incumbent contractor obligations, as the current contractor's term and all renewal options have expired, and no existing employees are obligated to be retained by the new contractor. The contractor must integrate with existing technology infrastructure, specifically the EZLINKS point-of-sale and tee-sheet system, under which the vendor retains revenue from two off-peak daily tee times in exchange for software and hardware provision. The contractor must also manage an existing golf cart lease that concludes in October 2019 with monthly payments of $4,124. Required bonds and insurance include a performance bond or letter of credit of $100,000, a commercial fidelity bond of $100,000 for employee dishonesty on a blanket basis, and comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence and workers' compensation. The initial contract term is two years ending September 30, 2021, with three one-year renewal options at the County's sole discretion, and a contract start date of October 1, 2019. Based on historical revenue and expense data, the annual budget range is approximately $2.1 to $2.2 million in revenue with expenses ranging from $1.28 to $1.36 million.
