About this file

This is Amendment No. 1 to Request for Proposal (RFP) No. 19-049/LAC issued by Palm Beach County Purchasing Department for the Management of Southwinds Golf Course. The amendment, dated June 25, 2019, provides clarification and additional information to supplement the original RFP documentation. A mandatory pre-proposal conference was held on June 12, 2019, with an RFP due date of July 2, 2019. The amendment includes five attachments containing the pre-proposal conference sign-in sheet, marketing examples for frequent player cards and tournaments/outings, current payroll information, licenses, and insurance certificates. The amendment also provides budget information for fiscal years 2017, 2018, and 2019, addressing 28 questions submitted by Hampton Golf regarding operational details, staffing structure, financial performance, technology systems, and facility conditions. Key operational data indicates approximately 50,873 annual rounds of golf at Southwinds in 2018, with varying seasonal pricing structures for residents and non-residents. The facility currently operates with 28 full-time and part-time employees across administrative, golf, maintenance, and food and beverage departments.

The amendment reveals that the golf course utilizes the EZLINKS point-of-sale and tee-sheet system, under which the vendor retains revenue from two off-peak daily tee times in exchange for providing software and hardware. The current golf cart lease concludes in October 2019 with monthly payments of $4,124. The County does not have available detailed profit and loss statements, balance sheets, or employee benefit documentation for the facility. Capital improvement priorities include drainage system repairs and new greens, with additional projects under consideration including maintenance building repairs, cart path restoration, starter's booth installation, and pump station awnings. The current contractor's term and all renewal options have expired; the County contracts for five-year terms on this type of management agreement. No existing employees are obligated to be retained by a new contractor, and there are no non-County contracts or agreements that successors must honor.
