The scope requires delivery of comprehensive youth workforce services for In-School Youth (ages 14–21) and Out-of-School Youth (ages 16–24) under the Workforce Innovation and Opportunity Act (WIOA). Deliverables include all fourteen required WIOA youth program elements, sector-based career pathway strategies, employer partnerships, work experience and internship opportunities, and employment placement services. The work experience component must comprise at least 20 percent of the total budget. Proposers must hold required federal certifications including debarment clearance, nondiscrimination and equal opportunity compliance, and Texas Corporate Franchise Tax certification. Marketing costs for customer outreach and recruitment are excluded from the proposed budget.
The estimated annual budget is $3.5 million for the fiscal period October 1, 2026 through September 30, 2027, structured with In-School Youth at 25 percent participation and Out-of-School Youth at 75 percent. The contract term runs through September 30, 2027, with one additional one-year renewal option available contingent upon funding availability and satisfactory performance. Proposers may not charge both indirect costs and management fees.
Evaluation is on a 105-point scale, with categories weighted as follows: Organizational Capacity and Experience (20 points), Service Delivery Approach (25 points), Performance Strategy and Outcomes (35 points), Financial Management (5 points), Budget/Cost Effectiveness (10 points), Transition Plan (5 points), and VetHUB certification bonus (5 points). An overall score of at least 70 points is required. The pre-bid conference is April 8, 2026 at 11:00 a.m. CST. Questions are due April 10, 2026 by 2:00 p.m. CST, with an addendum to follow by April 13, 2026. Proposals may be submitted electronically through BonFire or in sealed physical format.
