About this opportunity

The University System of New Hampshire (USNH) is issuing a Request for Information on vendor-neutral, system-wide contingent-labor Managed Service Providers, with responses due October 9, 2026 at 4:00 PM ET. Responding to this RFI is a mandatory prerequisite for any firm wishing to participate in a subsequent Request for Proposals; USNH has made no commitment to proceed with a future RFP and bears no obligation to issue one.

USNH comprises three degree-granting institutions serving approximately 27,000 students across five physical sites: the University of New Hampshire (Durham and Manchester campuses plus Franklin Pierce School of Law in Concord), Plymouth State University, and Keene State College. The RFI addresses a fragmented contingent-labor spend currently estimated at $10.6 million annually across multiple staffing vendors. The inquiry focuses on MSP operating models, vendor management system technology and functionality, implementation approaches for multi-campus public higher-education environments, rate transparency and program fee structures, supplier management and vendor-neutrality practices, risk and compliance handling (including co-employment, worker classification, federal Uniform Guidance for grant-funded labor, and collective-bargaining considerations), and reporting and analytics capabilities.

Respondents must submit answers to nine sections addressing firm profile, operating models, technology platforms, implementation timelines, rate transparency, supplier management, risk management, reporting capabilities, and cooperative contract vehicles. Suggested length is 15 to 20 pages in PDF format via USNH's supplier portal. Questions are due September 28, 2026, with consolidated USNH responses by October 1. No mandatory respondent conference is scheduled, though USNH may conduct follow-up discussions with selected respondents at its discretion. Student employees, work-study participants, graduate assistants, and adjunct faculty are excluded from scope. Respondents bear all preparation costs; submissions become USNH property and may inform future solicitation requirements. Confidential or proprietary information must be clearly marked and will be handled under New Hampshire Right-to-Know Law (RSA 91-A).
