About this opportunity
The County of San Mateo Parks Department is requesting proposals for managed broadband connectivity services to support remote field operations across its park system, with proposals due July 3, 2026, and questions due June 17, 2026 at 5:00 p.m. A local procurement preference ordinance applies: 5% preferential points for local businesses or non-profits, an additional 3% for small businesses or small non-profits (8% total), and an additional 5% for micro businesses or micro non-profits (10% total).
The scope encompasses flexible, scalable connectivity solutions for geographically isolated park locations with limited telecommunications infrastructure and topographical barriers. Technologies may include terrestrial wireless, satellite-based broadband, or integrated multi-path systems. Proposers must demonstrate four years of similar service experience within the last seven years and provide an account manager with minimum two years of relevant experience. Services must meet 99.5% minimum monthly uptime per site, comply with industry standards for wireless communication and modern encryption, and provide 24/7 technical support with guaranteed response time of no more than two hours for critical issues.
Pricing is weighted at 27.8% of total evaluation points, with project approach at 34.4% and firm qualifications at 27.8%. Pricing is submitted on a per-site basis for a single representative site with line items for monthly remote broadband connectivity service, connectivity equipment, installation, and maintenance/support services. The resulting agreement has an initial one-year term with four optional one-year extension periods exercisable at the County's sole discretion upon thirty-day written notice. No pre-proposal conference or site visit is scheduled. The County will award the contract to the responsive, responsible proposer offering the best overall value. An Addendum #1 Revision was posted June 15, 2026.
