MAISD Seiter Center Parking Lot Bid

The Mid-Atlantic Intermediate School District (MAISD) issued a competitive sealed bid solicitation for parking lot resurfacing and repainting services at their Seiter Center facility located in Midland, Michigan. The procurement was posted on April 30, 2021, with a bid submission deadline of May 14, 2021. The scope of work includes asphalt resurfacing, line striping, and parking space designation to restore the parking facility to functional condition. Bidders were required to submit pricing on a lump-sum basis, with all costs including materials, labor, equipment, and project completion incorporated into a single bid amount. Site visits were made available by appointment to allow potential bidders to assess project site conditions and scope requirements prior to submission. The award would be made to the bidder offering the best value and demonstrated capability to complete the work in compliance with project specifications. MAISD retained the right to accept or reject any or all bids submitted.

The solicitation did not identify any set-asides for disadvantaged enterprises, minority-owned businesses, or other restricted contractor categories. No incumbent contractor or current service provider was specified in the available documentation. The advertisement contained no reference to specific funding amounts or award values, and no existing infrastructure or technology integration requirements were noted. This was structured as a one-time capital improvement project rather than an ongoing service contract with renewal options. MAISD's evaluation and award process would follow the standard competitive bid opening procedures, with contract award decisions based on compliance with specifications and overall value proposition presented by responding bidders.
