The County offers a five percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, with a maximum allowable preference deduction of $100,000, providing an advantage to qualifying small and disadvantaged enterprises. No specific incumbent vendor or current contractor is identified in the solicitation documents. Pricing must be firm for the entire contract term with no price increases permitted during the first year; any subsequent increases require documented proof of cost increases with a minimum of 30 days' advance notice and may not be retroactive. The contract term is three calendar years from execution with provisions for two additional one-year renewal terms by mutual written agreement, subject to County Board of Supervisors approval. The delivery location is the County of Orange Sheriff-Coroner Department/Air Support facility in Costa Mesa, California, during regular business hours of 8:00 AM to 5:00 PM Pacific Standard Time, Monday through Friday. While no specific budget range is provided, the contract requires both performance and labor/material payment bonds with amounts based on the estimated contract value, and contractors must comply with federal grant fund compliance requirements, U.S. Government export controls regulations including ITAR and EAR provisions, and all applicable state and federal regulations.
