About this opportunity

The City of Philadelphia is soliciting bids for maintenance service on a Primus autoclave steam sterilizer under a small order purchase (SOP) with quotes due August 31, 2026. The contract runs July 1, 2026 through June 30, 2027, with renewal options at the City's sole discretion for up to three additional one-year periods.

The Local Business Enterprise (LBE) bid preference under Philadelphia Code Chapter 17-109 applies to LBE-certified vendors. The City also invites voluntary disclosure of LGBTQ business ownership certification through the National LGBT Chamber of Commerce/Independence Business Alliance, and other third-party certifications including MBE, WBE, DSBE, or DBE designations; submission of this demographic data is entirely optional and does not affect evaluation.

The scope is maintenance service and supplies for the autoclave steamer. Sellers must quote all items to be eligible for award. The maximum contract value is $99,000 annually, adjusted each fiscal year by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. All pricing must be firm fixed-price, net of taxes, FOB Destination Point. Price increases for renewal periods are capped at 4 percent annually and must be based on the Mid-Atlantic CPI-U as published by the U.S. Department of Labor for December of the applicable renewal year, with written notice required at least thirty days before contract period expiration.

The City will award the contract as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder. All quotes must be submitted electronically through PHLContracts with a Consent and Authorization Agreement on file before bid closing. Quotes remain valid for 60 days. Successful sellers must maintain Workers' Compensation at statutory limits, General Liability with a minimum $500,000 per occurrence, and Automobile Liability at $300,000 per occurrence. Payment follows delivery and City approval, contingent on proper invoicing. No delivery or services commence until formal department notification.
