About this file
This is a price increase instruction document for a small order purchase maintenance service contract issued by the City of Philadelphia for a Primus autoclave steam sterilizer. The contract period runs from July 1, 2026, through June 30, 2027, with renewal options available at the City's sole discretion for up to three additional one-year periods. The successful seller must provide all quoted services and supplies at the prices specified in the PHL Contract throughout the initial twelve-month term and any subsequent renewal periods.
Price increases for renewal periods are permitted under specific conditions and limitations. Sellers must submit written notice of any price increases at least thirty days prior to the expiration of each contract period to the designated contact, Shirley Refile (shirley.refile@phila.gov), including the bid number, contract number, period, item descriptions, and applicable pricing. The price increase request must document the current price, the CPI percentage change, and the proposed increased price. Price increases are capped at 4 percent annually and must be based on the percentage change in the Consumer Price Index for All Urban Consumers in Philadelphia (All Items) as published by the U.S. Department of Labor Bureau of Labor Statistics, using the Mid-Atlantic CPI Announcement for December of the applicable renewal year. Failure to submit the notification within the thirty-day window or before the last day of the contract period will result in prices remaining unchanged from the previous period. Price decreases may be submitted in writing at any time during the contract or renewal periods.
