Hillsborough County is pursuing a sole source procurement with Nextran Corporation, d/b/a Nextran Truck Center - Tampa, for comprehensive maintenance, repairs, and original equipment manufacturer (OEM) parts supply services specifically for Mack-brand trucks and chassis. The procurement covers five designated fleet locations across Tampa and surrounding areas, including Fleet Central/Headquarters, Fleet West County, Fleet South County, Fleet East County, and Fleet Fire Rescue Unit. The contract requires Nextran to provide preventive maintenance, corrective repairs, and parts supply with specific performance requirements, including maintaining a physical business presence in Central Florida, employing factory-trained and certified technicians, responding to non-emergency service requests within one business day, and completing repairs within ten business days of purchase order receipt. Technicians must process warranty claims directly with manufacturers at no cost to the County and provide parts warranties and workmanship warranties for a minimum of one year. The procurement is being conducted under Section 3-205(2)(e) of the County's Procurement Policy, with a due date of December 29, 2025, and potential contractors must submit challenges through the EUNA Procurement platform by the specified close date.
The procurement is a sole source contract with no specific set-aside designations or restrictions on organizational respondents. Nextran Corporation is identified as the only authorized vendor in Florida offering the required proprietary parts, maintenance, repair, and related services for Mack trucks. The contract has an estimated total value of $129,751.00, which includes $29,751.00 for regular labor hours (928.87 hours at $141 per hour for Monday-Friday service between 7:00 AM and 5:30 PM) and $100,000.00 allocated for parts and miscellaneous supplies. The initial contract term is one year, with the County reserving the right to extend the time period, adjust the scope of services, and increase the award accordingly. Invoicing requires submission of quotes and pro forma invoices for County approval before work commences, with final invoices due within two business days of work completion. The County maintains the right to withhold payment for non-performance, obtain third-party services at the contractor's expense if deficiencies are not corrected, and pursue corrective action or contract termination for material breaches.
