The contractor must perform a minimum of 51 percent of services in-house and obtain prior approval for any subcontractors. Equipment documentation, HD quality photography from field locations, and monthly logbooks of malfunctions and repairs are required deliverables.

Liquidated damages of $500 per day apply for failure to service requests within three working days, failure to respond to major malfunctions within eight hours, and for each day beyond the first day major equipment remains malfunctioning.

Evaluation is based on quality of deliverables, conformance with specifications, delivery terms, price, administrative costs, past performance, and financial responsibility. Respondents must submit three references, employee resumes and certifications for qualified technical personnel, test equipment inventories, detailed technical qualifications, repair shop information, service vehicle descriptions, and company business history including purchasing capacity for replacement equipment within one week. Award will be made to the lowest responsible qualified respondent. The State of Connecticut is exempt from excise, transportation, and sales taxes, which must not be included in bid prices.
