About this opportunity
The New Jersey Department of Transportation is soliciting technical proposals from one qualified firm to provide construction inspection services for the Maintenance Orphan Bridge Repair Contract, Statewide 2025 (Off-System), with proposals due June 25, 2026 and questions due June 18, 2026. Firms must be prequalified with NJDOT in the C-6 A discipline and level of service — a mandatory eligibility filter.
The scope covers construction inspection services for preventive maintenance work on 17 identified bridges across Bergen, Burlington, Essex, Hunterdon, Somerset, Union, and Warren Counties. Work includes extensive concrete deck repairs, curb reconstruction, expansion joint repairs, substructure concrete repair, vertical concrete sealant application on substructure surfaces, waterproofing of piers and abutments, corrosion inhibitor application and epoxy waterproofing, guiderail updates, fence updates, parapet repairs, and deck overlay installation on one to two bridges.
A Bridge Inspector with NICET III certification is required; an additional inspector may be necessary. All proposed personnel must not be committed to current NJDOT projects without proper release authorization. In-state consultants will be based at a regional headquarters or state-assigned project field office; out-of-state consultants will not receive travel reimbursement from their home to the New Jersey border. Pay rates are determined by title and equivalent qualifications.
This is a Cost Plus Fixed Fee Project Specific Agreement funded through federal sources. Subconsultants must obtain cost basis approval from NJDOT by 10:00 a.m. on the closing date. Joint ventures are permitted if all participating firms are NJDOT prequalified. Firms must comply with federal civil rights requirements, including Title VI of the Civil Rights Act of 1964, and obtain a Business Registration Certificate from the Department of Treasury prior to contract award. Affirmative Action documentation, Ownership Disclosure forms, and certifications regarding prohibited investment activities in Iran, Russia, and Belarus are required. The anticipated selection date is July 2026.
