About this opportunity

The Maine Department of Agriculture, Conservation, and Forestry is requesting proposals for a dairy cost of production study on behalf of the Maine Milk Commission, with proposals due July 30, 2026, at 4:00 p.m. local time and questions due July 20, 2026.

The scope encompasses a comprehensive analysis of fluid white milk production costs on Maine commercial dairy farms using 2025 financial data. Work includes a USPS mail survey to dairy producers, demographic farm assessment, on-site financial data collection visits to at least 32 selected dairy farms, and calculation of short-run break-even production costs across four statutory production levels. The initial demographic survey covers both organic and conventional producers; organic farms are excluded from final cost analysis. The awardee must deliver written reports, oral testimony, and expert witness services at Maine Milk Commission rulemaking and legislative hearings, with findings due by March 15, 2027, and up to seven days of formal testimony anticipated.

Bidders must demonstrate eligibility through education and work experience in agricultural and dairy economics with demonstrated knowledge of dairy farming operations and management. This is a single-award procurement.

The initial contract period runs September 1, 2026, through August 31, 2027, with an optional renewal from May 1, 2029, through June 30, 2030. Cost proposals must be submitted as a fixed amount covering the initial period of performance.

Evaluation employs a 100-point scale: Organization Qualifications and Experience (25 points), Proposed Services (30 points), and Cost Proposal (45 points). The cost proposal is scored mathematically, with the lowest bid receiving 45 points and other bids receiving proportionally fewer points; no best and final offer process will occur. Proposals are valid and binding for 180 days from bid opening. Contract execution requires State Procurement Review Committee approval and a minimum of fourteen calendar days between award notification and contract effectiveness. Proposals must be submitted in four separate PDF files through the Vendor Self Service System (VSS).
