About this opportunity
The issuing body for this solicitation is not named in the source material. The source identifies only Orange County, California and references "the City," which suggests a municipal water utility within Orange County, but does not state the specific agency name or provide a direct contact. Proposals are due September 15, 2026.
The scope covers rehabilitation and modernization of two municipal water supply wells: Main Street Well 3 and Newport Well 3. Work on Main Street Well 3 includes pre-removal testing and condition documentation of existing pump and motor; removal, transport, inspection, and evaluation of equipment; downhole video inspection; conversion of the existing oil-lubricated line shaft system to continuous water-lubricated configuration where authorized; well rehabilitation activities (brushing, bailing, chemical treatment, dual-swab airlifting, and redevelopment) only when authorized by the City based on inspection results; pump and/or motor rehabilitation, rewind, reinstallation, or replacement as authorized; startup, performance, vibration, electrical, and operational testing; flushing and disinfection; post-rehabilitation inspection; and restoration of disturbed areas.
Newport Well 3 scope is similar but includes noninvasive electromagnetic casing-thickness and integrity analysis in place of standard downhole video alone. Because Newport Well 3 is characterized as fragile, well cleaning, redevelopment, casing repair, or other downhole rehabilitation proceed only when specifically authorized by the City. Newport Well 3 also requires installation of new magnetic flow meters and motor-operated valves on waste-discharge piping and replacement of existing measurement and control devices on system discharge.
The contract documents contain detailed technical specifications for equipment materials, testing protocols, and operational standards. No estimated contract value, set-aside, local-vendor preference, incumbent contractor, evaluation criteria, pre-bid meeting, or question deadline is identified in the source material.
