About this file

This is a project specification document for the Main Street Well 3 and Newport Well 3 Improvements Project in California. The project encompasses comprehensive rehabilitation and modernization work on two municipal water supply wells. For Main Street Well 3, the work includes pre-removal testing and documentation of existing pump and motor conditions, removal and transport of equipment, downhole video inspection, conversion of the existing oil-lubricated line shaft system to a continuous water-lubricated configuration where authorized, well rehabilitation activities such as brushing, bailing, chemical treatment, and dual-swab airlifting as approved by the City, pump and/or motor rehabilitation or replacement, reinstallation of equipment with complete operational testing including startup performance and vibration analysis, and restoration of disturbed areas. For Newport Well 3, the scope includes similar pre-removal testing and equipment evaluation, downhole video inspection coupled with noninvasive electromagnetic casing-thickness and integrity analysis, conservative well rehabilitation limited to City authorization due to the well's fragile condition, pump and motor rehabilitation or replacement, installation of new magnetic flow meters and motor-operated valves (MOVs) on waste-discharge piping, and replacement of existing measurement and control devices on the system discharge.

The document establishes specific protocols for managing fragile infrastructure, requiring detailed condition assessments and City approval before performing invasive rehabilitation procedures. Both wells require comprehensive post-rehabilitation testing including electrical, operational, and flushing protocols, with disinfection procedures and final inspections mandated before project closeout. The project prioritizes equipment modernization by transitioning from oil-lubricated systems to water-lubricated configurations and upgrading flow measurement and control systems to improve operational efficiency and environmental compliance. The work requires specialized expertise in well rehabilitation, pump and motor assessment, and downhole inspection technologies to execute the detailed technical requirements outlined in the contract documents.
