The City of Tustin is requesting sealed bids for the Main Street Well 3 & Newport Well 3 Improvements Project (CIP No. 60177), a municipal water well rehabilitation and modernization effort, with bids due September 15, 2026 at 2:00 PM and a mandatory pre-bid meeting and site walk-through on August 20, 2026 at 10:00 AM at both well locations.
Bidders must hold a California Class A Contractor's License and possess Public Works Contractor Registration with the California Department of Industrial Relations. The project is subject to prevailing wage requirements under California Labor Code sections 1770 et seq., with certified payroll records required every two weeks.
For Main Street Well 3, work includes pre-removal testing and documentation of existing pump and motor conditions, removal and assessment, downhole video inspection, conversion of the existing oil-lubricated lineshaft system to continuous water-lubrication, well rehabilitation (brushing, bailing, chemical treatment, and dual-swab airlifting where authorized), and pump and motor refurbishment or replacement with complete operational system and startup testing. For Newport Well 3, work includes pre-removal testing, removal and assessment, downhole video inspection, electromagnetic casing integrity analysis, new magnetic flow meter and motor-operated valve installation, piping replacement, electrical system upgrades with PLC and SCADA controls, and asphalt pavement restoration. The project schedule is 150 contract days with liquidated damages of $1,000 per day for schedule delays.
The Engineer's Estimate is $775,000. Apparent low bidders are selected based on combined base bids for both wells plus two fixed replacement differential allowances of $30,000 each, excluding additive alternates. Bid security of 10 percent of the bid amount is required as a cashier's check, certified check, or bid bond. The successful contractor must provide Faithful Performance and Labor and Materials Payment Bonds at 100 percent of the contract amount from a California-authorized surety. Insurance requirements include commercial general liability and automobile liability with single limits of $2,000,000 minimum and A.M. Best Grade A, Class VII or better rating. Five percent retention is withheld from progress payments. Questions are due August 27, 2026 at 5:00 PM. Bids are valid for 60 calendar days.
