About this opportunity

Palm Beach County Facilities Development and Operations Department is requesting quotes and bids for electrical services to relocate the OTI network from the Government Center to the Main County Courthouse Basement, with sealed bids due September 10, 2026 at 2:00 p.m. and a mandatory pre-bid meeting August 21, 2026 at 10:00 a.m. at 205 N Dixie Highway, West Palm Beach. SBE Price Preference for Single Trade Construction applies, allowing certified SBE bids within 10% of the lowest non-SBE bid to receive award consideration.

Contractors must be qualified under Palm Beach County's Annual Contract for Electrical Services and must submit qualification applications by August 31, 2026 (at least 10 days before bid due date) for their bid to be considered. The scope includes furnishing all labor, equipment, materials, permitting, and miscellaneous requirements to complete the network relocation per engineering drawings and specifications provided by Johnson, Levinson, Ragan, Davila, Inc., the Architect/Engineer of Record. Confidential building plans and drawings are available directly from the county.

Work must achieve substantial completion within 90 calendar days from the Notice to Proceed, with liquidated damages of $120 per day for failure to meet the deadline. The contractor must obtain a Certificate of Occupancy or Certificate of Completion from the Building Department prior to final payment. A 12-month warranty on all materials and labor is required from substantial completion.

Bid security and public construction bonds are required for bids of $200,000 or more, with bid security set at 5% of bid price and public construction bond at 100% of contract amount. All bidders must submit completed OSBD Schedules 1 and 2 identifying subcontractors and SBE participation, a signed Nongovernmental Entity Human Trafficking Affidavit, and a Certification for the Prohibition Against Diversity, Equity and Inclusion Material. The county will apply for the permit; the successful contractor assumes the permit upon award. Project documents are available through the County's Vendor Self-Service system or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261.
