About this opportunity

The City of Philadelphia is soliciting bids on mailroom office blinds under Bid B2727803, with proposals due September 3, 2026. This is a micro purchase with a contract value ceiling of $43,000 (adjusted annually by CPI-U). Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award.

The LGBTQ Applicant Opportunity Data Sheet is available for voluntary completion; vendors may indicate LGBTBE certification through the National LGBT Chamber of Commerce or the Philadelphia affiliate, the Independence Business Alliance, and may identify subcontractor certifications and other third-party certifications held through ESMDC, PAUCP, Disability:IN, or WBENC. Completion is voluntary and does not appear to establish a set-aside or preference program — the City uses the data to track LGBTQ business participation.

Quotes must be submitted electronically through PHLContracts and are valid for 60 days from submission. All pricing is quoted net and exclusive of taxes on an FOB destination basis. The contract term is 365 days from the effective date, commencing upon issuance of a purchase order. No delivery or service may begin until the City issues the purchase order and notifies the department.

Sellers must submit a signed Consent and Authorization Agreement prior to bid closing, either at registration or attached to the first quote. Insurance requirements include workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. Compliance with Philadelphia nondiscrimination ordinances, business tax registration, ethics standards, and tax indebtedness certifications is required. Disputes are governed by Pennsylvania law and brought in the Court of Common Pleas of Philadelphia County. The City will process quote rejections or acceptances within 60 days of submission.
