About this file
This is a Seller Standard Operating Procedure (SOP) Checklist document for the City of Pennsylvania related to a mailroom office blinds micro purchase opportunity (Bid B2727803). The checklist outlines the procedural requirements and documentation steps that sellers must complete to be eligible for contract award. The solicitation requires sellers to quote all items to maintain eligibility, and the award will be made to the lowest responsive and responsible bidder on either a whole or line-item basis, whichever serves the City's best interests. Sellers are explicitly instructed not to deliver products or provide services until receiving formal notification from the department.
The SOP checklist serves as an internal control document to ensure sellers comply with all submission requirements and municipal purchasing regulations. The document establishes a standardized process for bid evaluation and seller qualification, emphasizing the importance of complete quotations for all requested items and adherence to the competitive bidding framework. No delivery or service commencement is permitted prior to official departmental authorization, protecting the City from unauthorized vendor activity and ensuring proper contract execution protocols are followed.
