About this opportunity

The San Bernardino County Flood Control District is soliciting a Request for Proposal (RFP) for professional geotechnical services to support the Magnolia Storm Drain Project (F02861), a 1.4-mile storm drain improvement initiative spanning the Cities of Chino and Ontario in San Bernardino County, California. The scope of work encompasses a comprehensive geotechnical investigation including field exploration, laboratory testing, subsurface evaluation, seismic design parameter analysis, slope stability analysis for channel side slopes, and trench shoring recommendations for the replacement of an undersized existing storm drain with new reinforced concrete pipe (RCP) and/or reinforced concrete box (RCB) culvert designed to convey 100-year storm event flows. The primary deliverable is a detailed Geotechnical Investigation Report that determines all geotechnical properties necessary for design and construction purposes. Qualified proposers must be California-registered Geotechnical Engineers or Civil Engineers with expertise in soil mechanics and a minimum of five continuous years of experience providing similar services, and must provide three professional references. Proposals will be evaluated on qualifications and experience (35% weight), technical review (50% weight), and references (15% weight). The RFP was released on February 26, 2026, with a deadline for submission of questions on February 27, 2026 at 12:00 p.m. local time and a proposal submission deadline of March 13, 2026 at 12:00 p.m. local time. Proposals must be submitted electronically through the County Electronic Procurement Network (ePro) or in-person on flash drive only; email and facsimile submissions are not accepted. Contract award is anticipated in April 2026, with the contract term running for a maximum of one year from April 16, 2026 through April 15, 2027.

All proposers must maintain current professional licenses throughout the contract term and provide comprehensive insurance coverage including General Liability ($1,000,000 minimum), Professional Liability ($1,000,000 per claim/$2,000,000 aggregate), and Workers' Compensation insurance. Proposers must also register with the Department of Industrial Relations as required by prevailing wage law and are responsible for all permit fees, including well permits from San Bernardino County Environmental Health Services for borings 25 feet or deeper and permits from the Cities of Chino and Ontario. The contract is funded in whole or in part by Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program funds and is subject to all applicable federal compliance requirements including prevailing wage laws, equal employment opportunity regulations, and federal procurement standards. No specific set-aside designations for disadvantaged enterprises are mentioned in the available documentation. The RFP does not identify incumbent vendors, current contractors, or a specific award value or budget range; however, the scope of work and contract duration suggest a professional services engagement of moderate scale appropriate for a comprehensive geotechnical investigation of a major infrastructure project. The District reserves the right to reject any or all proposals and does not commit to award a contract based on this RFP.
