About this file
This is Addendum No. 1 to a Request for Proposal issued by the San Bernardino County Flood Control District for geotechnical services on the Magnolia Storm Drain Project (Work Order F02861), located within the Cities of Chino and Ontario, California. The addendum addresses 15 questions submitted by proposers and provides clarifications on project specifications and requirements. Key technical details include confirmation that as-built plans and 35% preliminary plans are available; the proposed storm drain depth varies with a maximum of 25 feet; reinforced concrete box (RCB) sizing includes options of 12'x7', 10'x8', 10'x9', and 10'x10'; and boring locations can be relocated within approximately 20 feet of indicated positions to minimize traffic impacts and utility conflicts, provided a geotechnical engineer provides justification. The proposal deadline remains March 13, 2026 at 12:00 p.m., submitted via the ePro system. An additional scope requirement was added mandating that proposers provide existing pavement sections and recommendations for pavement replacement, with costs included in the fee proposal.
The addendum clarifies that all permit fees are the responsibility of the proposer and must be included in fee proposals, except for no-fee permits from the San Bernardino County Flood Control District. Permits from both the City of Chino and City of Ontario will be required for boring locations within city limits. The San Bernardino County Flood Control District contract language cannot be modified, and proposers' requests to alter indemnification, errors and omissions, additional insured, proof of coverage, umbrella liability insurance, and time-of-essence clauses for insurance purposes were denied. Utility location services and drilling services are classified as subconsultants requiring separate fee proposal sheets. Proposers must acknowledge receipt of Addendum No. 1 with a signed bidder's certification from the same authorized signatory as the proposal; proposals lacking this certification will not be accepted. Attachment A contains as-built drawings and Attachment B contains preliminary plans showing profile views with 100-year storm event flow parameters.
