About this opportunity
The City of Philadelphia is requesting quotes for magnifiers as a micro purchase with quotes due October 1, 2026. The award will go to the lowest responsive and responsible bidder; sellers must quote all items to be eligible for whole award consideration, and the City may award by line item if that serves its best interest.
The micro purchase vehicle carries a $45,000 ceiling, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date in PHLContracts, with automatic termination thereafter. All prices must be quoted net, delivered FOB Destination Point; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
Sellers must submit quotes electronically through PHLContracts.phila.gov and provide a signed Consent and Authorization Agreement either attached to their vendor profile during registration or included with their first quote. An executed Consent & Authorization form must be on file or attached. Submission of the LGBTQ Applicant Data Form is voluntary and collects information on LGBTQ business ownership and LGBTBE certification through the National LGBT Chamber of Commerce (NGLCC) or the Philadelphia-based Independence Business Alliance (IBA).
Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with limits of $500,000 per occurrence, and automobile liability insurance with limits of $300,000 per occurrence, naming the City as an additional insured. Sellers must not be indebted to the City for delinquent taxes, liens, judgments, or other debts without an established payment plan. The successful seller must comply with Philadelphia's business income and receipts tax, net profits tax, and city wage tax requirements and register with the Department of Revenue accordingly. No deliveries or services are to commence until the department provides formal written notification.
