About this file

This document is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides guidance for vendors submitting quotes for a micro purchase of magnifiers in Pennsylvania. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. Vendors are instructed not to deliver or provide services until receiving official notification from the department.

The checklist outlines a 13-step submission process that includes verifying seller role status, confirming Local Business Entity (LBE) certification status, entering unit costs for each listed item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. Key requirements include submission of an executed Consent & Authorization form, which must be on file or attached with the quote, and completion of an optional LGBTQ Applicant Opportunity Data Form. Vendors must review all red validation warnings on the summary tab before submission through the PHLContracts.phila.gov platform. The document emphasizes the importance of clicking "Save & Continue" on every tab to ensure proper progression through the quote submission process.
