About this opportunity
The University of Wisconsin-Madison's Purchasing Services Department is seeking proposals for a sophisticated Magneto-Transport Measurement System for the Materials Science & Engineering Department. The procurement requires an integrated system capable of measuring electrical resistivity of materials under variable temperature and magnetic field conditions, with specific technical specifications including a temperature range from 400 Kelvin to below 2 Kelvin, temperature stability better than 0.2%, and a cooldown time of 60 minutes or less. The system must feature a liquid cryogen-free design, generate a magnetic field of at least 9 Tesla (with 12 Tesla preferred), and maintain field uniformity better than 0.2%. Mandatory requirements include PC control capabilities, DC electrical resistivity measurement probes with minimum 10 electrical feedthroughs, modular design for custom measurements, sample rotation capability, and a 2-3 year warranty. The RFP was initially issued on May 13, 2020, with written questions due by May 22, 2020, and proposals originally scheduled for June 13, 2020, but subsequently amended to June 11, 2020, at 2:00 PM CDT. Proposals will be evaluated and awarded to the highest-scoring proposer, with the University reserving the right to conduct oral presentations, product demonstrations, and on-site visits.
The procurement offers potential opportunities for Certified Minority Business Enterprises (MBEs) and Disabled Veteran-Owned Businesses (DVBs), which may receive a 5% preference weighting if their proposals are within 5% of the lowest or highest qualified proposal. Contractors are encouraged to award at least 5% of contract value to certified minority businesses and 1% to certified disabled veteran-owned businesses as subcontractors. While no specific contract value is explicitly stated, proposers must submit comprehensive pricing, including maintenance costs for years 2-4 following the warranty period, with prices firm for 60 days from submission. The University qualifies for governmental and educational discounts, which must be reflected in unit prices. Proposers are required to provide a minimum of three business references and maintain worker's compensation and commercial liability insurance with minimum coverage of $1,000,000 for bodily injury and property damage. The University reserves the right to cancel the contract for non-appropriation of funds or contractor non-compliance, and all proposals must be submitted via email to bids@bussvc.edu.
