About this file
This Request for Proposal (RFP) is issued by the University of Wisconsin-Madison's Purchasing Services Department on behalf of the Materials Science & Engineering Department for the purchase of an integrated magneto-transport measurement system. The system must measure electrical resistivity of materials at variable temperature and magnetic field, with required specifications including a temperature range from 400 Kelvin to below 2 Kelvin with stability better than 0.2% and cooldown time of 60 minutes or less, a liquid cryogen-free design, and a magnetic field of at least 9 Tesla (12 Tesla preferred) with field uniformity better than 0.2%. Additional mandatory requirements include PC control capabilities, DC electrical resistivity measurement probes with at least 10 electrical feedthroughs, modular design for custom measurements, sample rotation capability, a 2-year warranty (3-year preferred), system installation and training, and complete documentation. An optional probe for measuring Seebeck coefficient and thermal conductivity is also requested. The RFP was issued on May 13, 2020, with written questions due by May 22, 2020, and proposals due June 13, 2020, at 2:00 PM CDT via email to bids@bussvc.edu. The University reserved the right to conduct oral presentations, product demonstrations, and on-site visits at its sole discretion prior to award. No public bid opening is scheduled, and the contract will be awarded to the highest-scoring proposer contingent on successful contract negotiations.
Pricing must be submitted on the designated cost proposal form and reflect all costs including packing, freight, insurance, and installation, with FOB Destination terms and delivery charges borne by the contractor. Proposals must include maintenance pricing for years 2 through 4 following the warranty period. The University qualifies for governmental and educational discounts, which must be reflected in unit prices, and prices are firm for 60 days from proposal submission. Payment will be made net 30 days upon acceptance of goods and services. Certified Minority Business Enterprises (MBEs) and Disabled Veteran-Owned Businesses (DVBs) may receive a 5% preference weighting in scoring if their proposals are within 5% of the lowest or highest qualified proposal. The University is exempt from federal and Wisconsin state and local taxes except Wisconsin excise taxes. A minimum of three business references must be provided with proposals. The contractor must maintain worker's compensation insurance and commercial liability insurance with minimum coverage of $1,000,000 for bodily injury and property damage. Contractors are encouraged to identify environmentally friendly or recycled products and to award at least 5% of contract value to certified minority businesses and 1% to certified disabled veteran-owned businesses as subcontractors. The University reserves the right to cancel the contract for non-appropriation of funds or contractor non-compliance.
