About this opportunity

The Commonwealth of Kentucky Department of Criminal Justice Training (DOCJT) is seeking a catering vendor through a Request for Quotation (RFQ) to provide lunch services for recruit training classes at the Madisonville Regional Police Training Center located at 755 Industrial Road, Madisonville, Kentucky. The selected vendor must be capable of serving up to 30 students with lunch meals between 11:00 AM and 2:00 PM, Monday through Friday, throughout the contract period of July 1, 2026, through June 30, 2027. The vendor must be located within a 30-mile radius of the training center and is responsible for providing a variety of hot and cold meal options that accommodate dietary restrictions and healthy choices, along with all necessary eating utensils and supplies including silverware, cups, plates, napkins, and condiments. The maximum allowable lunch cost is $15.00 per student including beverage, with a total annual contract value not to exceed $20,000 per fiscal year. Vendors must maintain a weekly class roster in a binder format with student signatures documenting meal service, submit signed rosters with invoices on a monthly or bi-weekly basis, and comply with all applicable Kentucky statutes regarding taxes, wages, workers' compensation, and occupational safety. The Request for Quotation was issued on March 16, 2026, with responses due by 3:00 PM EST on March 23, 2026. Award will be determined on a "best value" basis utilizing a scoring methodology of 90 points for price and 10 points for delivery performance, with up to two caterers eligible for selection.

Kentucky resident bidders will receive reciprocal preference consideration in the evaluation process, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities may receive additional preference points. Vendors claiming Kentucky residency status are required to submit a notarized affidavit confirming resident bidder status. No incumbent vendors or current contractors are listed in the solicitation materials. Payment for invoices will be made within thirty working days of receipt in accordance with Kentucky Revised Statutes. The total contract value is capped at $20,000 per fiscal year, with the potential for two vendors to be awarded under this procurement.
