About this opportunity

Madison County Department of Human Resources is requesting quotes for FY27 lawn service to be performed at its county office in Huntsville, Alabama, with quotes due October 27, 2026 and a mandatory site visit on October 26, 2026 from 8:00 a.m. to 4:00 p.m.

Suppliers must be registered in Alabama Buys and submit responses electronically through the platform. A mandatory site visit attendance sheet signature is required for consideration. The Beason-Hammon Alabama Taxpayer and Citizen Protection Act applies, requiring E-Verify enrollment verification within five calendar days of notification. Foreign entities must register with the Alabama Secretary of State before transacting business in the state.

The scope includes grass cutting services limited to a maximum of 20 cuts per fiscal year (approximately 15 cuts during the growing season at 2–3 times monthly during spring and summer), with each cut including weed eating, edging, debris removal, and leaf mulching. Vendors may be required to provide shrub and hedge trimming services limited to two times annually (spring and fall), subject to coordination with the DHR point of contact. Services may be performed weekdays or weekends with scheduling coordinated directly with DHR.

Pricing shall be submitted as firm and fixed unit prices per cutting for grass cutting and per trim job for shrub trimming, with all prices remaining constant through September 30, 2027. Payment terms are net 30 days in arrears following service completion, with invoices submitted only after work is finished. Quote responses must remain valid through October 31, 2026 for the contract period running October 2026 through September 30, 2027.

The contract may be renewed annually by written agreement, up to a total contract cost of $25,000 or a total time period of five years from the effective date, whichever occurs first. The State reserves the right to conduct cost realism and price reasonableness analysis. Price escalation requests may be considered if material, labor, or other contract components significantly increase, provided justification is supplied and increases do not exceed the industry-specific price index or CPI, with a maximum of 5% of annual contract cost. The incumbent contractor is eligible to bid. The primary points of contact are Nikki Goins Hughes, Deborah Turner, and Donna Bradley.
