About this opportunity

The Maryland Aviation Administration (MAA) has issued a Request for Proposals (RFP) for comprehensive grant services at Baltimore/Washington International Thurgood Marshall and Martin State Airports, solicitation number MAA-SV-25-008. The procurement seeks a qualified grant writing firm to provide end-to-end grant management services, including funds research, proposal development, and full grant life cycle management. Key deliverables include managing approximately 20 active grants totaling around $180 million, primarily focused on FAA funds with some state environmental and energy grants. The contractor will be responsible for identifying grant opportunities, developing proposals, and managing grants from project inception through closeout, with 98% of work coordination occurring at BWI offices. Required key personnel include a Project Manager and Grant Manager with demonstrated experience in grants administration. The RFP evaluation will prioritize technical factors over financial considerations, with the contract to be awarded to the most advantageous proposal. A non-mandatory pre-proposal conference was held virtually on January 23, 2025, via Microsoft Teams, with proposals due by 2:00 PM on February 24, 2025.

The contract has no specific Minority Business Enterprise (MBE) or Veteran-owned Small Business Enterprise (VSBE) participation goals. The initial contract term is four years, with work to be performed on a task order basis and compensation provided only for actual completed and accepted work. The estimated budget was recently revised from $200,000 to $600,000 for the base contract period. The procurement allows for a hybrid work schedule, aligning with MAA's current operational model, and will require occasional in-person meetings at BWI offices. Contractors will manage grants for both BWI Thurgood Marshall and Martin State Airports, with most coordination occurring at BWI. The contract structure enables flexibility, with task orders requiring written approval before work commencement. The Maryland Aviation Administration reserves the right to make multiple awards if deemed in the state's best interest, providing potential opportunities for multiple vendors to support grant management services.
