About this file
This is Addendum No. 1 to RFP Contract No. MAA-SV-25-008 issued by the Maryland Aviation Administration (MAA) for Grant Services at BWI Thurgood Marshall and Martin State Airports. The addendum provides clarifications, revisions, and responses to questions from the pre-proposal conference held on January 23, 2025. The work involves comprehensive grant management services including funds research, grant application development, and full grant life cycle management for both airports. Proposals are due by 2:00 PM on February 24, 2025. The contract term is four years, with most work being performed virtually though occasional in-person meetings may be required at BWI offices. A pre-proposal conference was held virtually via Microsoft Teams with representatives from 13 firms in attendance.
The Administration has revised the estimated budget from $200,000 to $600,000 for the base period of the contract. Currently, MAA manages approximately 20 active grants between BWI and Martin State Airports totaling around $180 million, primarily FAA funds with some state environmental and energy grants. The work will be performed on a task order basis with compensation only for actual work completed and accepted. Most grant coordination (98%) will be conducted at BWI offices, though the contractor will manage grants for both airports. The contract allows for a hybrid work schedule, aligning with MAA's current operational model.

Offeror(s) Questions and Responses
1. Are applicants required to have 3 years of airport grant projects, or simply grant management experience?
Response: Please refer to Section IV, C. Past Performance.
2. Is a cover letter permissible? If so, what is the page limit??
Response: Cover letters are permissible and should not exceed 2 pages.
3. When does Maryland plan on sending the last addendum out??
Response: An Addendum may be issued up to the Proposal due date and time.
4. For the D. Economic Benefits to the State section, should proposers be calculating the economic impact of the consulting contract?
Response: Please refer to Section IV, D. Economic Benefits to the State.
5. For regular meetings with the MAA staff, what is the expectation for in-person versus virtual?
Response: Most meetings will be virtual. There may be an occasional need for an in-person meeting.
6. Does MAA expect to pursue non-FAA grants under this contract for example FHWA, FTA, DOE, etc.
Response: Yes
7. Will the consultant perform benefit-cost analysis under this scope? If yes, will the consultant need to perform Benefit-Cost Analyses (BCAs) as part of the grant application for non-FAA grants? The reason behind this question, in our experience, is that BCAs are labor intensive and may not align within the budget of this contract
Response: Yes, the consultant may have to perform a BCA if it is a requirement of the grant application/submission.
8. Item 2b for key staff states there will be regular meetings with the project administrator.
Will these meetings require regular in person attendance?
Response: See response to Q5.
Page 4 of -5
9. “SECTION VI A.3 Team Experience. Provide information regarding projects this
Offeror team has worked on together previously, including project location and length of partnering.”
Could MAA confirm if this question requires information about projects that the Offeror and its potential subcontractor have worked on together? If the Offeror does not have a subcontractor, would this question not be applicable?
Response: Section VI A, 3.
10. “SECTION VI B Key Staff: 3. While it is permissible to use advisors to assist in the performance of this Contract, such staff will not be considered Key Staff, their resumes should not be submitted, and their experience is not applicable to the Past Performance submittal requirements listed in Section VI.C, below.”
Could MAA clarify if “advisors” refers to any team members who are not designated as
Key Staff? If the Offeror includes additional staff in its proposal besides the two Key
Staff team members, will these staff and their qualifications be evaluated as part of the
Offeror’s proposal?
Response: Please refer to Section B. Key Staff, 3.
11. SECTION VI Key Staff: 2. Please include any review processes utilized on these projects and include a sample of the checklist(s) used to ensure all details were captured.
(No more than 10 pages should be used for this section).
Would the description of the process used to ensure compliance with grant submission requirements suffice as opposed to submission of a checklist used for a specific project?
Response: Please respond with your best answer.
12. SECTION VI Key Staff:2 Provide a chart listing the projects in Section VI.C and the role each of the key staff and back up persons performed on that project.
Could MAA confirm that it is expecting experience and resumes for both key staff positions and their back up persons?
Response: See response to Q10.
13. The "Total Model Labor Price" table states, "These hours do not reflect the required hours for the performance of Contract services." Does this imply that offers can adjust the prefilled hours of 250 for the project manager and 125 for the grant manager?
Response: Do not adjust Price Proposal. The Financial Proposal will be evaluated per the
Total Model Labor Price calculated and is for purposes of price proposal evaluation only.
Page 5 of -5
14. Can offers propose additional labor categories beyond the two key personnel roles provided and allocate the hours provided to these positions as applicable?
Response: No.
15. If an offer's estimate exceeds the budgeted amount of $200,000, will the submission be considered noncompliant?
Response: No. Refer to Addendum 1 Section A.
16. Are firms outside your state eligible to bid?
Response: Yes.
17. Is there an established budget cap that you can share?
Response: Refer to Addendum 1 Section A.
18. Is the contractor expected to be onsite for the duration of the project?
Response: Most meetings will be virtual. There may be an occasional need for an in-person meeting.
19. Is there an incumbent for this grant, and if so, were you satisfied with the services they provided?"
Response: Yes, there is an incumbent, however their performance is not relevant to the RFP.
20. Will there be multiple awards or looking for one contractor?
Response: Please refer to Section I, F 4.
21. Regarding RFP section 5. Submission of Proposals, item b. (RFP p. 20/105), we respectfully ask MAA to accept proposals by email only.
Response: Please refer to Section II, B 5.

The procurement process. Upon completion of the Technical Proposal and Financial Proposal evaluations and rankings, each Offeror will receive an overall ranking. The proposal process -- the
Procurement Officer will recommend award of the contract to the responsible Offeror that submitted the proposal determined to be the most advantageous to the
State. In making this most advantageous proposal determination, technical factors will receive greater weight than financial factors.
This procurement will be a two-phase process. Phase one will involve the evaluation of the
Offeror's Technical Proposal, in accordance with the

criteria stated in the RFP. Phase two will involve consideration of the Price Proposal. The selection panel may, after reviewing the Technical Proposals, decide to conduct interviews and request best and final offers for the Technical Proposal; and after reviewing the Price Proposals, may request best and final pricing offers.
Offerors are required to fully address each criteria. An Offeror should not assume it will be given any further opportunity after the proposal closing date to supply additional information or details.
Please refer to Section 5 of the RFP for proposal format and organization. The basis of award will be to the responsible Offeror whose responsive offer is determined to be the most advantageous to the
State, considering the technical evaluation factors set forth in the RFP and the price. Technical merit is given greater consideration than financial.
Technical evaluation criteria. The evaluation criteria consists of the following:

responsible for proposals received late. Positively no proposal will be received after two p.m. local time on February 24th, 2025. Late proposals, late requests for modifications, or late requests for withdrawal will not be considered.
The contract duration is four years. Any questions posed and responded to in this meeting will be included in the minutes of the meeting, which will become part of an addendum for this project. All right. At this time, Amy Bathurst, the
Program Manager for this contract, will provide details on the project description and other technical portions of the RFP.
MS. BATHURST: Thank you, Gayle. Hello, everyone. Encompassing the Scope of Services we will need a vendor to provide necessary services in the
Serving Maryland, Washington, and Virginia
410-766-HUNT (4868)
1-800-950-DEPO (3376)
areas of funds research, grant application development, and grant management. We need someone who will manage the full grant life cycle from project identification to grant preparation, submission, acceptance, oversight of expenditures, and reimbursement of State-fronted costs. There's also internal and external reporting and grant close-out procedures.
Services include researching grant opportunities, including State, federal, and nonprofit entities; grant acquisition, including the research of opportunities and recommendations to the
Administration. Post-award administrative grant monitoring includes reporting requirements and expenditure tracking to insure that we are within the confines of the grant application, itself. And there's grant coordination and management oversight, including monthly progress reports on the status of each grant. Thank you, Gayle. Gayle, you're muted.
Gayle looks frozen.
(Brief pause.)

MS. BATHURST: Gayle will be right back.
She must be having technical difficulties.
MS. MEALY: Okay. I don't know how I muted myself. I didn't even mute myself.
MS. BATHURST: It looked like you were frozen. Yeah, you froze.
MS. MEALY: I was -- I had a sip of coffee, and then it was like all bad. Okay. All right.
Pardon me. All right. Next, I'll go over the security requirements.
Airport security. Any member of the contractor team requiring access to the Security
Identification Display Area, known as SIDA, Sterile
Area or Air Operations Area, also known as AOA, as part of his or her assigned duties, shall be subject to background checks, fingerprinting, and other requirements, as may be determined by the
Administration or the Federal Transportation Security
Agency, TSA. Adherence to all federal and state laws and regulations, and airport regulations and policies regarding access to certain airport areas is a

requirement of this contract. Failure to comply with the appropriate security requirements may be grounds for loss of security access and/or contract termination.
Tasks may require you to work in the
Security Identification Display Area, SIDA, Secured
Area, or Sterile Area. If so, you will need to obtain a BWI Thurgood Marshall identification badge. This is a Federal Transportation Security Agency requirement.
It usually takes about 30 days to complete the badge process.
We do a fingerprint-based FBI Criminal
History Records Check and a Security Threat
Assessment. For the STA, the application's (sic) name is run through a number of different databases to see if your name is on any lists. When CHRC and STA are approved, your authorized signer will receive an e-mail informing them to send -- informing them to send you to the Badge Office for a badge.
At this time, I'd like to open the floor for questions. If you'll raise your hand -- you'll have
Serving Maryland, Washington, and Virginia
410-766-HUNT (4868)
1-800-950-DEPO (3376)
to unmute yourself, 'cause I can't do it from here --identify your -- say your name and identify your company and pose your question. Can you raise your hand, and then I can at least call on you by that?
Okay. Jackson Lindsey has a question.
MS. JACKSON: Yes. My question is -- well, I have two questions, the first one being related to what the total umbrella under the scope currently would be. What is the total amount of grant funding that we're talking about currently, or is this only future funding that could -- that you potentially would acquire?
MS. BATHURST: It would be both.
MS. JACKSON: It would be both? And so how much current funding is under your umbrella that would be included in the scope related to the -- I guess the post-award management?
MS. BATHURST: Okay. So we currently have about 20 active grants between BWI and Martin, and it's an approximate total of 180 million dollars.
MS. JACKSON: Okay. Great. And my second
Serving Maryland, Washington, and Virginia
410-766-HUNT (4868)
1-800-950-DEPO (3376)
question was related to the budget that's outlined.
This does show that the duration of the contract will be for four years, but that there's a $200,000 budget for the base period. What is the base period?
MS. BATHURST: It's for the four-year period.
MS. JACKSON: So the budget for the total four-year period is 200K?
MS. BATHURST: Yes.
MS. JACKSON: Okay. Thank you.
MS. BATHURST: Uh-huh.
MS. MEALY: Let's see, Carolina has a question.
MS. VILLEGAS: Yes. This is Carolina from
ITnova. So my question is, the solicitation states that the place of performance is both BWI and Martin
State Airports, so can you please let us know how the -- like, the percentage of time you anticipate the persons being in BWI and Martin State, or if maybe it's going to be three days onsite, two days remote, just to give us an idea of how the -- the type of work
Serving Maryland, Washington, and Virginia
410-766-HUNT (4868)
1-800-950-DEPO (3376)
it's going to be.
MS. BATHURST: Okay. So we do work on a hybrid schedule here at the MAA. Most of the -- or all of the grant coordination and management is out of the BWI offices. We do have -- Maryland Aviation does own BWI and Martin State Airport. I would say you would spend most of your time, 98 percent would be at
BWI. We do manage grants for Martin, although they are -- there are not as many for Martin as there are for BWI.
MS. VILLEGAS: Thank you.
MS. BATHURST: Sure.
MS. MEALY: I don't think there are any other hands raised. No more questions?
MS. BATHURST: There's two.
MS. MEALY: Oh, there's two. Let's go with
Christopher Kelley.
MR. KELLEY: Yes. Can you say a little bit about where your current funding portfolio comes from?
Is it FAA funds or other sources?
MS. BATHURST: It's mainly FAA funds. We do

get entitlement and discretionary grants, sometimes supplemental grants through their AIP, Airport
Improvement Program, but we are finding that there are other grant opportunities out there that we would like to take advantage of, as far as environmental grants.
We know MDE, Maryland Department of the Environment, they do issue grants, as well as the Maryland Energy
Administration. And there are -- as you may know, there are a lot of opportunities on grants.gov for grant opportunities.
We are a very small office. We're an office of three. There are only two of us that work on the grants; that would be me and Rachel LaBattaglia, who introduced herself earlier. And it's a lot of work to manage and maintain the current portfolio of 20 grants and then also find time to research new opportunities that could be available to us, so we don't want to miss out on any future grant funding that we could be eligible for.
MR. KELLEY: Great. Thank you. And just one follow-up question. With the budget that

you've -- that you've laid out, are you expecting a certain percentage of an FTE available to you for that time or just a certain volume of work or --
MS. BATHURST: I don't think it's a certain percentage, and it's definitely not full-time, not for four years at $200,000. It's more, I would believe, on a task order basis, and we would provide some guidance for that, but we're -- we would be very mindful of the hours in the budget going forward.
MR. KELLEY: Great. Thank you.
MS. BATHURST: Sure.
MS. MEALY: All right. Bryan.
MR. LUELLEN: Thank you all. I have a handful of questions I'll just rattle through.
MS. MEALY: Well, don't do them too fast. I might not answer.
MR. LUELLEN: Okay. Sure. Yeah, yeah.
I'll take my time.
MS. MEALY: Okay.
MR. LUELLEN: Is a cover letter permissible and is that included in the page limit?

MS. BATHURST: That's a procurement question.
MS. MEALY: Yeah, I didn't recall that there was a page limit, but, certainly, a cover letter is fine.
MR. LUELLEN: Okay. Thank you. When is the last addendum going to be sent out? Is there a date?
MS. MEALY: The last addendum?
MR. LUELLEN: Uh-huh.
MS. MEALY: There's no date for the last addendum.
MR. LUELLEN: Okay. Can you provide some clarification on what you're looking for around the economic benefits to the State? So we just had a question of whether -- that it's strictly about the performance of the contract and employees working under the contract or does it have to do with the actual capital projects that are targets for grant funding?
MS. MEALY: So the economic benefits to the
State are clearly -- they're -- it's very clear in
Serving Maryland, Washington, and Virginia
410-766-HUNT (4868)
1-800-950-DEPO (3376)
Section D in the RFP as to what we're looking for, what the response should target. And so you want to restate your question?
MR. LUELLEN: So I think our interpretation was that you're asking about the economic benefits to the State by performing the contract, and I just want to verify that that's what you're looking for and not something about the economic benefits of securing grants and delivering the projects that would be grant funded.
MS. MEALY: So you're going to have to read that question and interpret that as you will. It's --this is for the submission of your proposal to be selected, so you'll have to -- you'll have to interpret that, but we'll -- I'll take a look at that and see if I can't give you any more clarity, but it's pretty clear what the economic benefits to the State is asking -- what we're asking for.
MR. LUELLEN: Thank you.
MS. MEALY: Uh-huh. Laura.
MS. LAROCCA: Hi. This is Laura from

MS. BATHURST: It can be done virtually, yes.
MS. LAROCCA: Okay. Thank you.
MS. BATHURST: Because we do work on a hybrid schedule, so we're not in the office every day.
MS. LAROCCA: Perfect.
MS. MEALY: Laura, your hand is still up.
Did you have another question?
MS. LAROCCA: No. I was just having difficulty taking it down. Sorry.
MS. MEALY: Absolutely. Okay. All right.
So are there any more questions?
(No response.)
MS. MEALY: All right. If there are no more questions, responses to questions, the minutes of this meeting, and a list of attendees will be included in an addendum. We anticipate issuing an addendum the

first week of -- the week of February 7th, 2025.
Again, additional questions can be submitted until two p.m., January 29th, 2025. Thank you for your interest and good luck with your proposal. Have a great day everyone.
