About this opportunity

The State of Maine Division of Purchases is requesting quotations for M109A5 self-propelled howitzer parts under RFQ with electronic submission closing at 2:00 p.m. local time on April 19, 2013. The Maine Military Authority will award a one-year purchasing agreement contract to one or more vendors and may extend beyond the initial term.

The scope encompasses approximately 550 line items of replacement and repair components for M109A5 vehicle maintenance and overhaul, including engine assemblies (8V92T/91 Series), hydraulic systems, electrical assemblies, suspension components, ammunition handling equipment, fasteners, and seals. Quantities range from single units to up to 1,160 units per item. Bidders must submit pricing directly into the provided spreadsheet template. The solicitation is subject to Buy American Act requirements. Contractors must be capable of providing certificates of conformance to military and OEM standards and may be required to submit product samples for evaluation at their own expense. Bidders may also propose used or unused government surplus property with complete descriptions, quantities, originating government agency names, and acquisition dates.

All quotations must include freight and delivery charges to Limestone, Maine 04750, with quoted prices serving as fixed contract rates regardless of order quantity or delivery amounts. Delivery orders will be issued via email with individual order numbers; shipments accepted only up to two weeks ahead of stated delivery dates. The State reserves the right to release multiple orders simultaneously with varying delivery dates and to modify or cancel orders not delivered as scheduled. Prices remain firm throughout the contract period unless periodic price adjustments are agreed to in writing. Cash discounts of 20 days or more will be considered in determining the low bid; shorter discounts will not be considered. The State is exempt from Federal and Maine sales and use taxes. Awards will be made to the lowest responsible bidder offering best value considering quality, conformity to specifications, delivery date, and overall economy. Debarment certification under Executive Order 12549 is required; failure to furnish certification will disqualify the bidder.
