About this opportunity
Palm Beach County is soliciting bids for roadway and intersection improvements on Lyons Road from north of the L-30 Canal to Boynton Beach Boulevard, with proposals due October 13, 2026. The procurement comprises two coordinated projects (Nos. 2018503 and 2020110) spanning approximately 4.3 miles of roadway corridor improvements, signalization and lighting upgrades, and associated traffic control devices.
Project 2018503 encompasses a four-lane divided roadway segment with comprehensive signing and pavement marking plans (3,783 linear feet of thermoplastic white markings, 1,703 linear feet of 24-inch markings for stop lines and crosswalks, 2,398 raised pavement markers, and 58 ground sign assemblies), lighting design with 55 proposed poles and FDOT-compliant illumination standards, and tree disposition across 700 catalogued trees requiring removal or retention decisions. Project 2020110 addresses intersection improvements at Lyons Road and Boynton Beach Boulevard, including signalization upgrades with two mast arm assemblies (50-foot and 78-foot configurations), 21 inductive loop detectors, 4 pedestrian countdown signals, 5 traffic signal heads, and one 175-watt LED cobrahead luminaire retrofit. All work must comply with Florida Department of Transportation (FDOT) FY 2024–25 Standard Plans and Specifications, Manual of Uniform Traffic Control Devices (MUTCD) standards, and FHWA regulations. Design wind speed is set at 170 miles per hour for signalization and 160 miles per hour for lighting.
Bidders must submit a Qualifications and Experience Package documenting two similar projects completed within the last five years (at least one under the bidder's current firm name), resumes of key staff at superintendent level or above, a schedule of owned or rented equipment, and a signed certification. Palm Beach County's Office of Small Business Development (OSBD) schedules and subcontractor certification requirements apply; bidders must designate all subcontractors and subconsultants as either SBE or Non-SBE certified by Palm Beach County. Requests for information must be submitted via email to ENG-RoadwayBids@PBC.GOV with the subject line "RFI: 2018503 & 2020110 Lyons Road L30 to Boynton Bch Blvd." Comprehensive roadway, lighting, signalization, survey, and tree disposition plans are attached.
