About this opportunity
The U.S. Forest Service is requesting bids to demolish and remove three existing flush toilet buildings and associated septic systems, then install three new vault toilets at Lynx Lake Recreation Area in the Prescott National Forest, Yavapai County, Arizona, with proposals due June 15, 2026. This is a Total Small Business Set-Aside under NAICS 238910 (Site Preparation Contractors).
The scope encompasses demolition of two pre-cast concrete flush toilet buildings at Lynx Lake Campground (Loops B and E) and one at Lynx Lake North Shore; decommissioning of two septic tanks at campground locations in compliance with Arizona Administrative Code R18-9-A309D; removal and disposal of existing buildings (salvage permitted); removal of concrete sidewalks; capping of sewer and water utilities; relocation of electrical service with engineered shop drawings; and installation of three new double vault toilets with split-face block exterior in sandstone color, 200 psf snow load capacity, 90 mph wind load rating, solar light kits, and grab bars. Suggested vault toilet models include the Boom Clovermist Double Precast Vault Toilet and Double Cascadian, both available through GSA contracts. New sidewalks are required at all locations.
Work must be completed between November 1 and February 28; Lynx Campground closes November 1 through March 31, while North Shore remains open year-round, requiring traffic control and one-lane access maintenance. The contractor must furnish all labor, materials, equipment, supervision, and lodging. An OSHA 30-hour certified safety inspector, site superintendent, quality control representative, and traffic control supervisor are required. Key submittals include shop drawings for electrical meter relocation, engineered vault toilet building drawings, construction schedules, and daily quality control reports. Coordination with Arizona 811 for excavation activities and immediate work stoppage protocols for archaeological discoveries are mandatory. The contractor restores all damage at no additional cost to the government.
