About this file

This Statement of Work is issued by the U.S. Forest Service for the Prescott National Forest in Arizona and outlines requirements for demolishing and removing three existing flush toilet buildings, associated septic systems, and installing three new vault toilets at Lynx Lake Recreation Area in Yavapai County. The project involves removing two pre-cast concrete flush toilet buildings at Lynx Lake Campground (Loops B and E) and one at Lynx Lake North Shore, decommissioning two septic tanks at the campground locations, capping sewer and water utilities, removing concrete sidewalks, relocating an electrical meter, and pouring new sidewalks. The contractor must furnish all supervision, materials, equipment, vehicles, tools, labor, transportation, and lodging necessary to complete the work. Work must be completed between November 1 and February 28, as Lynx Campground closes November 1 through March 31, while North Shore remains open year-round. Key submittals required prior to construction include shop drawings for electrical meter relocation, engineered vault toilet building drawings, color charts, vault toilet order forms, detailed construction schedules, and daily quality control reports. The contractor shall provide an OSHA 30-hour certified safety inspector, site superintendent, quality control representative, and traffic control supervisor.

The project is designated as a Total Small Business Set-Aside under NAICS code 238910 (Site Preparation Contractors). The contractor is responsible for all costs related to mobilization, removal and disposal of existing buildings with salvage value permitted, septic tank closure in compliance with Arizona Administrative Code R18-9-A309D, utility disconnection and capping, sidewalk removal and repair, and installation of three new double vault toilets meeting specific specifications including split-face block exterior in sandstone color, 200 psf snow load capacity, 90 mph wind load rating, solar light kits, and grab bars. Suggested vault toilet models include the Boom Clovermist Double Precast Vault Toilet (Boom Concrete) and Double Cascadian (CXT), both available through GSA contracts. The contractor must coordinate with Arizona 811 for all excavation activities, maintain traffic control and barricading at the North Shore site allowing one-lane access, protect natural resources and existing trees, implement immediate work stoppage protocols for archaeological discoveries, and restore damaged areas at no additional cost to the government.

Repair and pour back sidewalk after delivery and installation of the new vault toilets. Additional mobilization costs may be required and shall be incorporated into the cost of this line item. The vault toilets are expected to be delivered in December 2026.

At the sawcut locations from the removal of the flush toilets, pin #3 rebar six (6) inches into the existing sidewalk, eighteen (18) inches on center. Pin #3 rebar six (6) inches eighteen (18) inches on center into the new flush toilet pre-cast concrete foundation after final toilet placement.

Pour back concrete, 4000 PSI, 4-inch thick over four (4) inches of compacted aggregate base course, for an area of approximately thirteen (13) square feet (13’ x 1’), for each new toilet. The new toilet is thirteen (13) feet wide, and only this width will be required to pour back. Regrade the area such that no ledges are visible from the remaining concrete that was sawcut because of the toilet demolition.

Tool joints 1-inch depth with ¼-inch radius edge. Match orientation and continuity of existing sidewalk joints.
