About this opportunity

The Colorado Department of Public Safety, Purchasing and Contracts Unit, is soliciting quotes on behalf of the Colorado State Patrol for two complete Lycoming TIO-540-AK1A engine assemblies for Cessna T182T aircraft (tail numbers N202SP and N203SP), with quotes due September 8, 2026 at 2:00 PM Mountain Time under Documented Quote RBAA 2027-86. Only Lycoming Factory Authorized Dealerships are eligible to bid.

The scope includes factory-rebuilt zero-time TIO-540-AK1A engines meeting 2000-hour time-before-overhaul requirements per Lycoming Service Instruction SI-1009BE, variable controllers, fuel injectors, fuel pumps, dynafocal mount prep, oil filters, magnetos, spark plugs, thermobypass valves, turbochargers, wastegates, and complete exhaust systems up to the tailpipe. Bidders must itemize pricing for each component separately, including core charges for engines and accessories with specified return timeframes and total freight charges as distinct line items. Engine and parts warranties must be expressly stated. Delivery is required to Centennial Airport in Englewood, Colorado, with a desired Purchase Order start date of December 2026 and delivery no later than June 30, 2027. Installation will be performed by Colorado State Patrol FAA-certified mechanics between December 2026 and February 2027.

Service-Disabled Veteran-Owned Small Business (SDVOSB) respondents verified by the U.S. Small Business Administration receive a 3% preference on quote price. Award will be made to the responsible respondent whose acceptable quote is most advantageous to the State, with price and cost as the primary consideration, though sample quality and lead time may be considered. The State reserves the right to award to multiple offerors and to negotiate with respondents. Proposed pricing must remain firm during the initial term and include all delivery fees, shipping, and installation costs. Award is estimated for September 10, 2026. Prior to Purchase Order execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage. Quotes must be submitted via email in PDF format to cdps_edo_bids@state.co.us referencing DQ # RBAA 2027-86 in the subject line.
