About this opportunity

The Colorado Department of Public Safety is requesting quotes for Lycoming TIO-540-AK1A engines for two Cessna T182T aircraft (N202SP and N203SP) under Documented Quote RBAA 2027*67, with quotes due August 21, 2026 at 2:00 p.m. Mountain Time. Only Lycoming Factory Authorized Dealerships are eligible to bid. Service-Disabled Veteran-Owned Small Business respondents certified by the U.S. Small Business Administration receive a 3% preference on quote price.

The scope encompasses factory-rebuilt zero-time TIO-540-AK1A engines meeting 2,000-hour time-before-overhaul requirements per Lycoming Service Instruction SI-1009BE, plus complete accessories including controllers, fuel injectors, fuel pumps, magnetos, spark plugs, turbochargers, and exhaust systems. Bidders must separately itemize engine warranty terms, core charges with specified return timeframes, total freight charges including core returns, and any applicable discounts or Lycoming Loyalty Program rewards. Delivery is scheduled between December 2026 and February 2027 to the Colorado State Patrol Aircraft hangar at Centennial Airport in Englewood, Colorado. Bidders must include delivery timeframe in their quote, calculated from bid award to delivery date.

The resulting Purchase Order will expire June 30, 2027. Award will be made to the responsible respondent whose acceptable quote is determined most advantageous to the State, with price as the primary consideration; sample quality and lead time may also be evaluated. Prior to Purchase Order execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage, including commercial general liability and commercial automobile liability of at least $1 million each. The anticipated award notification date is August 24, 2026. Quotes must be submitted electronically in PDF format to cdps_edo_bids@state.co.us. Jen Harris, Procurement Agent, is the primary point of contact at JEN.HARRIS@STATE.CO.US.
