About this file
This Statement of Work is issued by the Colorado State Patrol Aircraft Section for the replacement of Lycoming TIO-540-AK1A engines on two Cessna T182T aircraft. The RFP requires bidders to submit proposals for replacing the current factory-rebuilt engines with new Lycoming factory-rebuilt zero-time TIO-540-AK1A engines that meet the 2,000-hour time before overhaul requirements per Lycoming Service Instruction SI-1009BE. Two aircraft are included in this procurement: N202SP (current engine serial number RL-5421-61A with 1,911.9 total time hours) and N203SP (current engine serial number RL-5408-61A with 1,828.3 total time hours). The bid due date is Friday, August 21, 2026, at 2:00 PM Mountain Time. Installation of the engines is scheduled between December 2026 and February 2027, with delivery required to the Colorado State Patrol Aircraft hangar at Centennial Airport in Englewood, Colorado. The bidder must include delivery timeframe in their quote, calculated from the day of bid award to the date of delivery.
Bidders must provide separate itemization of engine warranty terms, core charges with specified return timeframes, total freight charges including core returns, and any applicable discounts, incentives, or Lycoming loyalty program rewards. The specification requires inclusion of multiple accessories and equipment components, including controllers, fuel injectors, fuel pumps, magnetos, spark plugs, turbochargers, and a complete exhaust system. Only Lycoming Factory Authorized Dealerships are eligible to bid. The Colorado State Patrol will conduct installation using FAA-certified airframe and powerplant mechanics in accordance with Cessna and Lycoming maintenance manuals. The primary point of contact for submissions is cdps_edo_bids@state.co.us.
