About this opportunity
The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is requesting bids on Light Rail North 5kV Utility Replacement at Various Locations – Phase 2 under IFB Contract No. T-1531-0150, with bids due July 28, 2026 and a pre-bid conference and site visit on June 23, 2026. An SBE participation goal of 16 percent is established; no DBE, MBE, or VSBE goals apply.
The scope covers construction of new electrical equipment to replace the Light Rail 5kV signal power distribution system at seven locations across Baltimore City and Baltimore County: Electric Lock (723N), Industry Lane Crossing (730N), Recycle Way Crossing (754N), Warren Road Electric Lock (758N)/Warren Road Crossing (761N), Beaver Dam Road Crossing (781N), Front Office Crossing (845N), and Shawan Road Crossing (897N). Work includes site surveys to identify existing utilities, hand-digging trenches or directional boring, installation of power distribution equipment including cables, conduits, electrical handholes and accessories, power interface connections between existing and new equipment, and commissioning and testing. The prime contractor must perform at least 50 percent of the total contract work with its own forces.
The estimated contract value is between $1 million and $2.5 million over a 547-calendar-day contract term. This is a single-award, firm fixed-price procurement. Award goes to the responsible and responsive bidder submitting the lowest total bid price. Bids will be evaluated solely on Total Bid Price.
A Bid Bond equal to five percent of the total bid price is required, with Performance and Payment Bonds equal to 100 percent of the bid price required upon notice of award. The contract is federally funded (CFDA 20.507). An Owner-Controlled Insurance Program (OCIP) wrap-up provides Workers' Compensation, General Liability, Excess Liability, Builders Risk, Pollution Liability, and Railroad Protective coverage on behalf of contractors and subcontractors. Pre-bid questions are due June 30, 2026. A Non-Disclosure Agreement must be executed by June 19, 2026 at 4:00 p.m. EDT to receive security-sensitive documents.
