About this opportunity
Livonia Public Schools, a Michigan school district, is requesting sealed bids for roof replacement at four facility locations—Coolidge, Garfield, Roosevelt elementary schools, and three annex buildings (Churchill, Franklin, and Stevenson high schools)—with bids due October 28, 2026 at 1:00 p.m. A mandatory pre-bid meeting is scheduled October 13, 2026 at 12:30 p.m. at Stevenson High School Annex Building, followed by site visits to Coolidge, Roosevelt, and Garfield. The district applies local preference resolution guidelines in evaluating proposals.
Scope includes elastomeric membrane roofing installation, sheet metal flashing and trim work, thermal and moisture protection measures, and roofing material and labor unit prices detailed separately. Work commences June 7, 2027 and must be fully completed by August 13, 2027; failure to meet completion triggers liquidated damages of 1% per week of the total contract price. Bidders must demonstrate a minimum three-year establishment in the roofing field and provide five or more references from school districts or companies.
All bids must remain firm for ninety days following submission and be accompanied by a bid bond or certified check equal to 5% of the contract sum for bids exceeding $31,000. The successful contractor must furnish performance bonds and labor/material payment bonds equal to 100% of the contract sum. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Workers' Compensation at statutory limits, and Employers' Liability ($1 million per accident). A two-year limited warranty on all materials and work is required. The contract will be executed on AIA Document A105 (or A105-2007) on a lump-sum basis with 10% retainage on progress payments.
All bids must be submitted in two signed copies on district-provided forms and include sworn, notarized Familial Disclosure Statement, Iran Economic Sanctions Act Affidavit of Compliance, and Equal Opportunity Statement. Submit to Jeffrey Burnside, Director of Operations & District Services, at the Board of Education complex, 15125 Farmington Road, Livonia, Michigan. Questions to Carl Roberts, Maintenance Supervisor, croberts5@livoniapublicschools.org or 734-744-2514 (8 a.m.–2 p.m. EDT).
