About this opportunity
The Maine Military Authority is requesting quotations for LP gas service and tank farm installation and maintenance at its Limestone, Maine facility, with quotes due September 15, 2011.
The scope includes delivery and installation of up to 10 each 1,000-gallon propane tanks (5 at the North end of Building 7230 and 5 at the South end), two adequately sized vaporizers (one per tank group), underground piping connecting tanks to the building, and approximately five feet of exposed piping at the building for connection. All tanks and vaporizers remain the supplier's property; the supplier is responsible for all maintenance and operation of the tank farm equipment. Current facility consumption is 29,798.4 gallons annually supporting boiler startup, parts washer, and paint booth operations in Building 7230.
Pricing shall include monthly and annual rental or lease rates per 1,000-gallon tank, monthly and annual rental or lease rates per vaporizer, and installation costs per tank. LP gas service pricing is based on the Caribou Wholesale Index price plus a specified markup per gallon. Vendors must propose a contract term and delivery schedule; the current projection assumes delivery every two weeks, but alternative schedules may be proposed. Upon award, the contractor must provide copies of lease and supply agreements and tank farm requirements documentation.
The Maine Division of Purchases' General Terms and Conditions of Purchase Order apply, establishing quality and warranty requirements, strict adherence to delivery schedules with liability for expedited routing costs if schedules are missed, final inspection and acceptance rights, rejection authority for non-conforming materials or shipments with ten percent or greater defect rates, and contractor responsibility for defect remediation within one year from final acceptance. The contractor must comply with federal environmental and energy efficiency standards, maintain records for three years post-completion, and provide material safety data sheets for hazardous chemicals as required by Maine law. Debarment certification is required as a condition of proposal submission.
