About this opportunity
The Macon Water Authority is seeking sealed bids for the Lower Rocky Creek WRF 42" & 24" Gravity Sewer Rehabilitation Project, located in Bibb County, Georgia. The procurement involves rehabilitation of gravity sewer pipe using trenchless cured-in-place pipe (CIPP) and manhole rehabilitation with cementitious mortar lining, which will require comprehensive bypass pumping services. Bidders must attend a mandatory pre-bid meeting on Tuesday, September 16, 2025, at 10:00 A.M. at the Macon Water Authority's Human Resources Training Room, with all bid questions required to be submitted by 10:00 A.M. on Tuesday, September 23, 2025. Sealed bids will be received until 2:00 P.M. on Tuesday, September 30, 2025, at which point they will be publicly opened and read aloud. Bidders are required to have a Georgia Utility Contractor License, and the project will be awarded as a single contract with 51% of the work mandated to be self-performed by the General Contractor. Evaluation will be conducted on a base bid plus selected alternates basis, with a 10% Bid Bond requirement.
The Macon Water Authority demonstrates a commitment to inclusive procurement by encouraging participation from local businesses, including disadvantaged, minority, and women-owned enterprises, without compromising competitive bidding standards. Bidders must provide Performance and Payment Bonds, each covering 100% of the Contract Price, and the Authority offers potential tax incentives for subcontracting with certified minority-owned firms. The procurement allows for potential integration with existing municipal infrastructure, with the Authority reserving the right to reject any or all bids and to waive informalities and technicalities. While specific budget ranges are not explicitly detailed in the documentation, the comprehensive nature of the sewer rehabilitation project suggests a significant municipal infrastructure investment. The project's scope indicates a complex engineering undertaking that will require specialized technical expertise in trenchless sewer rehabilitation and municipal utility infrastructure restoration.
