About this opportunity
Lower Colorado River Authority (LCRA) in Texas is requesting qualifications for Owner's Engineer services to support design-build projects under a master services agreement, with proposals due November 6, 2026.
The scope encompasses technical oversight and engineering support across Electrical, Structural/Civil, Transmission Line, and Protection and Control disciplines for transmission infrastructure projects ranging from 138 kV to 765 kV. Projects include substation additions and upgrades, transmission line upgrades, Gas Insulated Substations (GIS), and Flexible AC Transmission System (FACTS) infrastructure such as synchronous condensers, STATCOM, and static VAR compensators. The Owner's Engineer will support multiple concurrent projects and EPC contractors, acting as a technical extension of LCRA's engineering team.
Key responsibilities include reviewing EPC contractor deliverables for compliance with Owner standards; conducting engineering studies and evaluating technical proposals; monitoring project progress against contractual milestones; identifying risks and recommending mitigation; witnessing factory acceptance tests; supporting field testing and commissioning; resolving punch-list items; and serving as technical representative in EPC contractor dealings. Services will be issued as individual task orders or project assignments under the MSA framework rather than as a single fixed-scope contract.
The statement of work does not specify contract value, contract term length, renewal options, or pricing terms, as task order issuance will drive the engagement structure and economics.
