About this file
This is a Statement of Work for Owner's Engineer Services prepared for the Lower Colorado River Authority in Texas, outlining technical support and oversight responsibilities for Engineering, Procurement, and Construction (EPC) contracts related to transmission infrastructure projects. The Professional will provide comprehensive engineering services across multiple disciplines including Electrical, Structural/Civil, Transmission Line, and Protection and Control systems. Projects encompass major 138 kV to 765 kV transmission infrastructure improvements, including substation additions and upgrades, transmission line upgrades, Gas Insulated Substations (GIS), and Flexible AC Transmission System (FACTS) infrastructure projects such as synchronous condensers, STATCOM, and static VAR compensators. The Owner's Engineer will support multiple concurrent projects and EPC contractors over the engagement term, acting as a technical extension of the Owner's engineering team. Services are anticipated to be issued as individual task orders or project assignments under a master services agreement.
The scope of services includes project definition and technical documentation, design-build RFx support, project execution monitoring and risk management, and construction, testing, and commissioning support. Specific responsibilities encompass reviewing EPC contractor deliverables for compliance with Owner standards, conducting engineering studies, evaluating technical proposals, monitoring project progress against contractual milestones, identifying risks and recommending mitigation solutions, witnessing factory acceptance tests, supporting field testing and commissioning activities, resolving punch-list items, and serving as a technical representative in all dealings with EPC contractors. The document does not specify pricing terms, set-asides, award dates, contract term length, or renewal options, as this SOW represents the scope of work framework under which task orders will be issued.

· Substation Additions and Upgrades
· Transmission Line Upgrades
· Gas Insulated Substations (GIS), including new substation builds and GIS retrofits or expansions of existing air-insulated substations
· Flexible AC Transmission System (FACTS) infrastructure projects including
· Synchronous condensers and associated auxiliary systems for reactive power support and system inertia
· Static synchronous compensators (STATCOM) and static VAR compensators (SVC)
· Other Flexible Alternating Current Transmission System (FACTS) solutions, including Series and shunt compensation devices.
· Associated balance-of-plant, protection and control, communications, and interconnection facilities necessary to support the above technologies
· The specific number, location, capacity, and schedule of individual projects under this program will be defined by the Owner and may be issued as individual task orders or project assignments under a master services agreement. The Owner anticipates that the Professional may support multiple concurrent projects and multiple EPC contractors over the term of the engagement.
· The Professional will act as a technical extension of the Owner's engineering team. The scope of services is anticipated to include, but is not limited to, the following:

· Identification and documentation of project goals, functional requirements, and design criteria
· Review of EPC contractor’s deliverables for compliance.the Owner's engineering standards, design guidelines, and material specifications
· Preparation and publication of technical documents and performance specifications
· Performance of engineering studies (e.g., power flow, short circuit, stability, insulation coordination, protection coordination, and related studies) as needed to support design criteria and performance specifications
· Development and review of conceptual design models, one-line diagrams, general arrangement drawings, and layout drawings
· Design Build RFx Support
· Evaluation of EPC contractor technical proposals to verify that the are capable of meeting the requirements in the design criteria package.
· Preparation of recommended responses to EPC requests for information (RFIs) during the solicitation process
· Project Execution, Monitoring, and Risk Management
