About this opportunity

Caldwell County is requesting qualifications from engineering firms for the Lower Cedar Valley Road Industrial Park Project, a Preliminary Engineering Report, design, and construction services engagement with qualifications due July 6, 2026 at 2:00 p.m. The anticipated follow-on design and construction phase will be funded through Appalachian Regional Commission (ARC) funding and managed by the North Carolina Department of Commerce's Community Development Block Grant (CDBG) program, and will require compliance with Davis-Bacon and Related Acts, Build America Buy America Act, Section 3, and the National Environmental Policy Act.

The project site is located on Lower Cedar Valley Road near US-321 in the Town of Sawmills, North Carolina. The PER must include project descriptions, site drawings and layouts, feasibility analysis, permits and approvals documentation, environmental considerations, detailed construction cost estimates, and an estimated construction schedule. Early site work scope includes demolition and removal of an existing structure, clearing and grubbing, erosion control measures, stream crossing infrastructure installation, mass grading, and connection to an existing water tap.

Caldwell County prioritizes firms with demonstrated experience in ARC and CDBG-funded projects. The county encourages small, minority, and female-owned businesses to submit qualifications as an equal opportunity employer.

Evaluation criteria are weighted as follows: Experience (Project Team, Funding Program, and similar factors) at 30 percent; Work Performance (past record) at 30 percent; Capacity to Perform (Available Staff, Location, Schedule) at 30 percent; and Other Factors at 10 percent. Proposals must include labor rates by category with overhead and profit, travel costs, and a list of reimbursables not covered by overhead. Submissions are limited to two hard copies (no more than 30 pages double-sided) and one electronic copy on a flash drive, directed to Ashley Bolick, Economic Development Director, at PO Box 2200, Lenoir, NC 28645 (or 1909 Hickory Blvd SE, Lenoir, NC 28645 for physical delivery).
