About this opportunity
The Pennsylvania Department of Revenue is soliciting a qualified Low-Income Tax Clinic partnership to provide pro bono tax representation, dispute resolution, and taxpayer education services to low-income Pennsylvania taxpayers with state tax issues, with proposals due July 31, 2026.
Eligible applicants must be pre-existing low-income taxpayer clinics holding current federal LITC grant awards for the contract period and cannot have received Department funding for the same period. Applicants must satisfy mandatory compliance certifications under Pennsylvania Act 57 of 2023 (Russia and Belarus sanctions verification), Executive Order 2021-06 (worker protection and labor law compliance), and domestic workforce utilization standards requiring direct labor to be performed exclusively within the United States or within World Trade Organization Government Procurement Agreement countries, with any offshore work identified and subject to lower evaluation scoring.
The scope requires the selected clinic to assume full responsibility for all services: staff a Clinic Director with overall management responsibility, maintain a permanent physical business location, employ or engage at least one staff member or pro bono panel member admitted to practice before Pennsylvania Courts, and maintain strict taxpayer confidentiality. The clinic must deliver a mid-point status report by February 1, 2027 and a final status report by June 1, 2027 covering work through May 15, 2027. The Department will provide at least one training session on Pennsylvania tax law and procedure and may request extensions for report submissions.
Compensation is structured as fifty percent of the awarded bid amount upon timely delivery and Department acceptance of each status report; no payment is issued if deliverables miss the due date or approved extension. The contract term spans the federal LITC grant period. Service areas include Dauphin County and Harveys Lake Borough. The Department may modify statement of work requirements with 60 days' notice. Contact: Vincent Pease at vpease@pa.gov.
