About this opportunity
The City of New Orleans, through the New Orleans Aviation Board, is requesting proposals for ATM and currency exchange concession services at Louis Armstrong New Orleans International Airport's North Terminal, with proposals due August 31, 2026 at 4:00 PM Central Time.
The scope encompasses a maximum of ten locations across the terminal, including eight ATM machines and two currency exchange machines. The selected proposer must design, build out, install, operate, and maintain all equipment and fixtures at its sole expense. Proposers must demonstrate a minimum of three years of continuous ATM ownership, management, and operation experience within the last five years at airports or comparable locations, maintain FDIC or NCUA insurance, and possess national or regional affiliation with a recognized banking institution.
Revenue sharing is structured as the greater of a Minimum Annual Guarantee (MAG) of no less than $20,000 annually or 40% of gross revenue from ATM surcharge fees and transaction fees. The MAG for subsequent years recalculates at 85% of the prior year's actual percentage rent but no less than the previous year's MAG. Customer surcharges are capped at $3.00 per transaction unless approved in writing by the Airport, with annual adjustments limited to Consumer Price Index increases. The concession term is five years with two one-year renewal options exercisable at the Board's sole discretion.
Proposers must submit a $40,000 proposal deposit and provide comprehensive financial statements, proof of financing capability, detailed design and operations plans, and reference letters. The RFP does not impose an ACDBE participation goal but encourages commercially meaningful participation by certified firms. Required insurance includes cyber liability, crime, workers' compensation, automobile liability, and commercial general liability with minimum coverage of $5,000,000 per occurrence. Utilities are provided in designated ATM locations only; the proposer bears all other utility costs. Questions are due August 20, 2026. Award notification is anticipated October 16, 2026, with agreement execution expected by December 20, 2026.
